- Summary, etc. - After being in Manila for a few months in 1942 as the chief civil adviser to the Japanese Military Administration, the Hon. Murata Shozo, a man of distinguished excutiive experience in business and a former minister of communications in the cabinet came to the conclusion that unless he had a more comprehensive grasp of the basic facts of the country, his office would soon become empty of substance and his remaining in manila an embarrassment to himself, lacking a raison d'etrer. So he took the initiative in organizing a fact-finding commission of inquiry. With considerable reluctance the army authorities acquiesced in Mr. Murata's proposition. Mr. Murata became convinced that without basic knowledge of the people and the resources, he would feel powerless to perform his functions as a civil service adviser to JMA or to give meaningful guidance to the Philippine civil government under military occupation.
