- Summary, etc - Sergio Osmena was the first elective leader of the Filipino people during the American Regime. In this capacity he helped the American leaders forge a Philippine policy that departed from the contemporary pattern of imperialism. This policy culminated on July 4, 1946 with the establishment of the Philippine republic, the first colony that won its independence through peaceful negotiations with a colonizing power. It became the postwar model for other colonizing powers and other colonies in te general decolonization that came in the wake of Philippine independence.
