  • Summary, etc. - "Why do fixers proliferate in the country? Why do people go to fixers? To facilitate and expedite transactions? Or to falsify documents? The reasons for faking and fixing are many. Deep in the core of corruption in the Philippine bureaucracy is the phenomenon of fixing, which remains unexplored in anti-corruption discourse and debate. Drawing from the theoretical constructs of the dark side of social capital and network analysis, the study attempts to establish how fixers operate and influence the bureaucratic procedures in government, as well as how they reinforce and are being reinforced by bureaucratic corruption. The study also offers a schematic network on the anatomy of fixing in the Philippines that will show the continuum and dimensions of fixing activities, shifting roles and networks, and various types of fixing that emerge through informal, shadowy and sometimes syndicated networks of fixers. Several recommendations and areas for further research are duly proffered to help address the problem of fixing in the Philippines."
