- General note - Bader, an American-German, was appointed first mayor of Zamboanga City (1912-1914) by the Moro Province Legislative Council in 1911. Zamboanga as a Commission was created under Act No. 272, and made effective under Act No. 274 on January 1, 1912. Both Acts pertain to Series of 1911, Legislative Council, Moro Province, then administered by Gen. John J. Pershing as governor.
