General Note
  • General note - Lithograph by Felipe G. Roxas of the Spanish governor-general of the Philippines, 1893-1896. When the Philippines revolution broke out in August 1896, Governor General Ramon Blanco lacked army personnel for he had just led an expedition to subdue the Maranaos several months earlier. So, he adopted a policy of attraction: he courted the populace to rally behind Spain, by indemnifying property loss as in the conduct of military operations and preventing the indiscriminate imprisonment of innocent parties; he also offered amnesty to rebels who surrendered. His policy failed, for the Spaniards were suspected of duplicity. In Noveleta and Binakayan (Cavite), the Spaniards suffered heavy losses which consequently led to his relief. Blanco, as a military man, had several encounters with separatist movements both in Spain and in her colonies, where he probably learned to deal with the rebels with sympathy and understanding. Born in San Sebastian (Spain) on September 15, 1833, he attended the Academia General and the special school of Estado Mayor in preparation for a military career. From the rank of an alferez (ensign), he rose to high positions mainly because of his record in battles and in suppressing rebellions in Santo Domingo, Cuba (1861), Cataluña (1866) and the Carlista in Spain (1872). He first came to the Philippines in 1866 where he was designated politico-military commander of Mindanao. In 1893, he replaces Governor-General Eulogio Despujol. As governor-general he made the last major Spanish attempt to pacify Mindanao in 1895. He led an expedition which culminated in the defeat of the Maranaos and the destruction of their cotta in Marawi. A liberal policy was adopted for this area: the Islam religion was respected, as well as the private properties and customs of the Muslims. In settling conflicts, he chose to be guided by existing laws and accepted the customs and traditions of the place. His liberality was reflected once more during the revolution when he refused to deal harshly with the rebels, despite the urging of friars who accused him of being weak and of being a Mason. As a result, he was relieved and recalled to Spain by Queen Regent Maria Cristina of Austria "to be the chief of her military house-hold." The despotic General Camilo Garcia de Polavieja replaced him. In 1898 he was sent to Cuba until the end of the Spanish-American war. General Blanco died on April 4, 1906, in Madrid. During the last days of his life he assisted in official functions and devoted much of his time to charitable works.
