- General note - Carpenter, former head of the Executive Bureau, relieved General John Pershing as governor of the Moro Province. He became the first civilian governor of the new Department of Mindanao and Sulu and would be in the same office until its abolition by the Philippine Legislature in 1920. Mindanao and Sulu were placed under the Bureau of Non-Christian Tribes with Governor Carpenter as the first director.
