  • Notes - The wife of American businessman Samuel Francis Gaches, president-owner of H. E. Heacock Company, one of the biggest merchandising firms in the Philippines in pre-war days. The American couple Samuel and Elsie Gaches, who founded the Elsie GachesVillage, donated their 16-hectare summer villa to the government on Feb. 3, 1964, so it could be used as an asylum for the sick, aged and handicapped. The Elsie Gaches Village (EGV) is a facility run by the Department of Social Welfare and Development (DSWD) for persons with learning or development disabilities.
