  • Governor-General Francis Burton Harrison In his uniform as Commander-in-Chief of the Philippine National Guard, who has just left on leave for the United States, wherefrom he may return with another message for the Filipino people, still more profoundly gratifying than the one he brought with him from President Wilson when he first arrived in the Islands. "Au revoir" but not "goodbye" were the last words given him by Speaker Osmeña and other members of the Legislature at the Malacañang Palace on the eve of his departure the 7th instant.
