  • General note - A lawyer and the former governor of Indiana, McNutt served as American High Commissioner of the Philippines from 1937 to 1938 and as America''s first ambassador to the Third Philippine Republic. He is shown here with President Manuel A. Roxas and vice president Elpidio Quirino. It was during his term as High Commissioner that the Joint Preparatory Committee, composed of American technocrats and Filipino politicians investigated the ways in which the Philippines could survive the economic shock of independence.
