- General note - The Chief Justice of the U.S. Supreme Court, the first civil governor of the Philippines, (1901-1904), and the 27th President of the United States. In his capacity as civil governor, he adopted the policy of "the Philippines for the Filipinos"; worked for the passage of the Philippine Bill of 1902 which contained a Bill of Rights, and led to the establishment of the Philippine Assembly five years later; appointed Filipinos to responsible government positions; imported American teachers and sent them to the rural areas; and helped to improve the judicial system by introducing a new code of civil procedure to ensure speedy trial, a law of evidence, and by making some changes in the law of criminal procedure. He likewise negotiated with Pope Leo XIII in May 1902, for the purchase of 410,000 acres of the friar estates. Paid by the American government in December 1903, for
