- General note - The Spanish governor of the Phillippines from 1888-1891. After his term in the country, Weyler was appointed minister of war in Madrid; later(1896),as governor and captain-general of Cuba. His policy of concentrating natives in places where they were left to starve aroused the indignation of America(as written by Foreman, 1906) so that he was recalled by Madrid after about a year.
