- General note - A native of Thetford, Vermont, Dean Conant Worcester was born on October 1, 1866. At the University of Michigan, where he obtained his B.A. in 1889, he became an assistant professor and the curator of its zoological museum. He first came to Manila in September, 1887, and later named as one of the five members of the first Philippine Commission in January, 1899. He was made a member of the second Philippine Commission(1900) by President William McKinley. In the civil government, he was the Secretaty of the Interior for 12 years, starting September 1, 1901. Under Worcester, the Bureau of Science was organized. He built it into a most modern research entity with a biological laboratorywhich pioneeredin the manufacture of vaccines and sera. He likewise reorganized the Bureau of Forestry, founded School of Forestry at Los BaƱos in Laguna, promulgated laws creating the Bureau of Mines, Agriculture and Public Lands.
