- General note - The Confederate military hero, former Memphis attorney general, law practitioner who was appointed to the Second Philippine Commission (also Taft Commission) by President Theodore Roosevelt in 1901. He served as acting civil governor when Taft left for Rome to negotiate for the purchase of the friar estates. He would later officially assume the governorship in 1904. He held the portfolio of Commerce and Police and Vice-Governor prior to his appointment as Civil Governor.
