Notes	Notes - Photo shows hydraulic road-building, a technology which Major L. W. V. Kennon widely used in carving a road to Baguio out of the treacherous mountains of the Cordillera. Over the objection of the Pilipino members of the Philippine Commission, Kennon hired 1,500 Japanese laborers of whom a great number stayed and fanned out all over the islands.
