- General note - In. November 1900, the newly established Philippine Commission appropriated P75,000.00 to build a road to Bagnio. The project was implemented by Colonel L.W.V. Kennon and four thousand Benguet Igorots, Chinese and Japanese laborers. By the time the road was finished in 1905, the government had spent a total of P2,754,281.05.
