General Note
  • General note - Brick building is being renovated by the newly-seated municipal administration. The order for its construction was signed on August 13, 1867. Although the municipality was established in 1701, it took about 166 years before a tribunal was built. The earliest settlers of Paoay were believed to be Indonesians. When the Malays arrived, they drove the Indonesians away though some of them were made slaves. Tile next wave of migrators came from Bombay, India, and they named the place after their home ground. They found the natives already making headway in the clearing of the forests. During this time, Paoay was already well-known and frequented. In those days, when foreign traders, mostly Chinese and Japanese, arrived they entered and anchored at some port. Chinese junks, Malay vintas and praus and other water vessels from Oriental ports were not, therefore, strange sights of the old port of Paoay. The place had all the circumstantial advantages to become a "frontier" of civilization. The present town of Paoay is situated south of Laoag, 7 kilometers west of Batac, 7 kilometers north of Currimao, and 5 kilometers from the China Sea, east of Culili Point. A first-class agricultural municipality, Paoay had an approximately P100,000 annual income in 1970. Composed of 31 barrios, the 1970 population of this town is about 16,000.
