- General note - Located on Gatuslao street and fronting a lagoon and a park, this seat of provincial government is one of the best kept in the country. Before the coming of the Spaniards, Negros was known as Buglas. Capt. Este-ban Rodriguez of the Legazpi expedition was the first white man in the island, and because he saw a lot of Negritos named the region Negros. In 1734, the island was made into a separate military district. In 1856, Negros was raised to a politico-military province with Don Emilio Saravia as first governor. In 1890, the island was split into two provinces. Civil government was instituted on April 20, 1901 with General James Smith as provincial governor.
