Located in the vicinity of kilometer 55 in barrio Buenos Aires, Carmen, the highest hill is being developed as an observation spot where visitors can have a panoramic view of the hills sprawled below. An asphalt road is being built from the main highway, winding around the hill slopes and leading to some 200 concrete steps to the summit.
