- General note - By 1949, Philippine imports were running more than twice the value of exports. The large foreign reserves that had been transfered to the country after the liberation, the war damage payments and the military expenditures of the United States government had given the false impression that the economy could sustain the large demands for foreign commodities. Thus, as the end of these payments drew near, the government resorted to drastic measures of imposing controls on imports and foreign exchange transactions.
