- General note - In 1966, President Marcos floated the idea of importing rice from Red China either directly or through Hong Kong middlemen. Congress pointed out that this would go against a national policy laid down by the Anti-Subversion Act (R.A. 1700). Besides, there was enough rice from friendly countries to help the Philippines meet its estimated shortage of 200,000 metric tons for the year.
