General Note	General note - In April 1966, Representative Rogaciano Mercado filed House Bill 863 seeking to prohibit the exportation of logs for the next 10 years. The breathing spell was to help preserve what was left of our forests. Mercado noted that Japan, Korea, the United States, and other countries relying on the Philippines for logs were preserving their own forests. Interested parties in and out of Congress opposed the bill.
