- General note - In 1962 Congress enacted Republic Act (R.A.) 3452 to supplement R.A. 2207 in order to clarify the issue of rice importation. Under these laws, only private parties were authorized to import rice upon public bidding, and only in the event of a shortage amounting to a national emergency as certified by the National Economic Council. From 1946 to 1962, the Philippines had spent 300 million pesos on rice importation, a policy some sectors saw as government reliance on a mere stop-gap measure.
