- General note - The enactment of the Philippine (Payne-Aldrich) Tariff Act of 1909 channeled the bulk of Philippine trade to and from the United States. It also confined Philippine production to agricultural and extractive industrial import products and focused export production on raw materials rather than finished products. By 1939 the Philippines was still importing refined sugar and confectionary, along with cotton piece goods, fish and meat products, goldand silver manufactures, feritlizers, perfumery and toiletries, leather goods, paper and paper products, rubber goods and tobacco products.
