- General note - Aquino, a senator and sugar planter from Concepcion, Tarlac, was the acting Senate president whenever Manuel L. Quezon was out of the country. Born September 3, 1894, in Concepcion, Tarlac, son of Servillano Aquino and Guadalupe Quiambao; married Maria A. Urquico, May 31, 1916, in Tarlac, Tarlac; children, Antonio, Servillano, Milagrosa, and Erlinda; married Aurora A. Aquino, December 6, 1930 in Concepcion, Tarlac; children, Teresita, Agapito, Benigno Jr., Maur, Lupita, Ditas, Paul. Receiving his education at the College of San Juan de Letran, and the Law School of the University of Sto. Tomas, graduating in 1913, he was elected to the House of Representatives in 1919 for the 2nd District of Tarlac and reelected in 1922 and 1925. From 1922 to 1928 he was chairman of the Steering Committee and floor leader of the majority in the lower house. In 1928 he was elected for the 3rd Senatorial District and was the chairman of the Committee on Rules and floor leader protempore of the majority.
