A pioneer in merging Filipino folk songs as basis for classical music, Dr. Santiago was the first Filipino director of the Conservatory of Music at the University of the Philippines. His dissertation at the Chicago Musical College was the presentation of his Piano Concerto in B Flat Major which makes use of the folk songs "Leron, Leron Sinta" and "Tuba."
